  1. Heat olive oil in a large skillet over medium-high heat. Add the ground turkey and cook until browned, breaking meat apart with a wooden spoon while it cooks. Season with salt and pepper. 

  2. Add dry pasta to browned meat. 


  3. Whisk together hot water with cornstarch. Add to skillet with meat and pasta.  

  4. Whisk together milk and spices. Add to skillet with meat and pasta. Bring to a boil and turn the heat down to low and simmer. Cover and cook for 10-12 minutes, or until the pasta is al dente. Add the cheese and stir to combine. Garnish with cilantro. Serve immediately.
